The film takes place over the course of just a few hours, portraying a tense situation during a period of social protests. The action focuses on the First Secretary of the party, who is trying to manage the crisis sparked by the workers' protest. Their outrage is caused by the Prime Minister’s announced 69% increase in meat prices, which triggers strikes at workplaces. The official, attempting to deescalate the situation, contacts his superiors in Warsaw, hoping for guidance and a solution to the problem. At the same time, he meets with activists and his subordinates, trying to find a way to resolve the conflict. The film reveals the disconnect between decisions made at the top and the real needs of the people who become victims of these decisions.
